Powhatan student unenrolled after issues with homebound [Video]

Powhatan County’s school system unenrolled 12-year-old Hailey Skinger from the county’s middle school last month — to the surprise of her and her family — after issues with the school system regarding homebound instruction paperwork.

Hailey is dyslexic and has an individualized education plan, a legal document under U.S. law that is developed for each public school child who needs special education. Hailey’s mother died in September, and her grandfather died three weeks before that.

At school, Hailey and her older sister, Harper, faced bullying from other students who said mean things about the girls’ late mother. Students also locked Hailey in a metal locker, she says.
